Selecting which layer is active
The active group is the layer that appears in the Layers palette — that’s the one that represents the active layer. The active group can be set to one of two ways:
When you click the New Layer button on the New Layer dialog box, you automatically select the active layer for the current editing session (which, by default, is the background layer). Photoshop creates a new layer for you, adding it to the active group.
By default, Photoshop has the active layer set to the background layer — the default layer in the Layers palette. The background layer is often the most important layer of a file because it represents the content. If the background layer is removed, your image can look strange. Generally, you shouldn’t remove the background layer unless you need to crop the image. If you do decide to remove the background layer (or several layers), you need to either copy or move the affected layers over to the new layer to retain the information
