Hog Killer Service is an application which you can be installed as a system service and is set up to start automatically on system start. Initially, service is in the idle state. In this state, it scans the process list and CPU usage every 60 seconds.
When it detects that WmiPrvSE.exe process is on the list and is consuming more than 80% of the CPU core, it enters the alert state. In this state, it monitors the task list every 10 seconds. When it detects that the CPU usage exceedes 80% of the CPU core for five consecutive pollings, it immediately sends the KILL signal to the respective process.
Basically this means that WmiPrvSE.exe is allowed to hog the CPU for 1 to 2 minutes. Then it dies. Each such execution is logged in the Vista event log, allowing you to scan it and find out when it happened.

Install Hog Killer Service as an system service on your Windows
Vista Server or Windows Server 2008 R2 computers. It works well with
Windows 7 and Server 2008.
The service starts as a background service on Windows Server 2008 R2
and Windows Vista. The service’s configuration file will be modified
to set the service to automatically start on system startup.
Notifications in the service control console will be disabled by
default.
The service will monitor the WmiPrvSE.exe processes that consume more
than 80 percent of the CPU core. If the percentage exceeds 80 percent

As another way for preventing excessive resource consumption or even tracking the top consuming app of the system resources: use a task manager window at startup and have it continuously monitor your system resources (cpu, mem & HD) and show you (or write to a file) the cpu/resource consumption of every running program/thread and when it’s time to terminate a program(-) by the resource monitor app, this program is terminated and a dialog box is shown to ask if this can be terminated.
An alternative to this is to use the resource monitor as a service and make it run periodically(-), this would make sure that all resources are even distributed between the started programs (service).

Go to registry key: HKLM\Software\Microsoft\Windows NT\CurrentVersion\Windows\System.
Create a new DWORD value called “ProcessesPerMinute”.
Value: number of seconds a process is allowed to use > 90% of a CPU core.
Once you’ve done this, hibernate your pc, and log on to your machine.
Open task manager and select “Processes” in the left hand pane.
Now hit CTRL+A and “Open Task Manager Logs”.
You’ll be able to see what processes run every minute.
If you see a process with the window title Process Name, Program Name, Category name, Process Id, and CPU value show your process, then you’ve identified the culprit.
If the process name doesn’t appear in the task manager logs, you won’t be able to help.

This service is for Windows Vista and later versions. Its behavior and how it collects data is a little different than that of the normal service. The service runs in the background and gets data on applications and services that are running. It monitors the programs and services that are running and monitors the CPU usage constantly and attempts to detect the programs that hog the CPU.
The following programs are considered hoggers of the CPU. Please note that the list is not comprehensive because every program can be a hog.

I’m trying to get QGIS working with PostgreSQL 9.2 on Ubuntu 16.04. I’ve installed PostgreSQL 9.2 and PostGIS 2.2.3 on Ubuntu 16.04. I can use the installed PostgreSQL (9.1.4) drivers successfully in QGIS.
When I try to install the postgis2qgis plugin ( from the Ubuntu repository I keep getting the following:

Has anyone managed to get this working? Any help would be greatly appreciated.
