When I try to run a compressed file it tries to extract it and fails saying “Archive already exists”

I believe you are not meant to delete the old Archive.
You are extracting the contents into the same folder.
When this happens, and you don’t realize it, you’ll always get an ‘Archive Already Exists’ error.
What I mean is that the command you are executing is not creating a new Archive in the same folder. You’re extracting to the same folder.
For example, if you start extraction into a folder, say D:\Test, then,
What you want to do is :
Unzip to another Directory :
D:\UnzipTest

When you do this you don’t encounter the error.
Something like :
C:\7z.exe x D:\Test\out.zip D:\Test

Note that you don’t need the Archive here as you’re extracting to another folder.
The Zip file can be extracted elsewhere, I would recommend changing your code to
C:\7z.exe x D:\Test\out.zip D:\UnzipTest\

If you’d like to delete the original archive, you can do so, and then do the extract into a different folder, as the command you provided seems to do.
C:\7z.exe x D:\FileToExtract.zip D:\Extract

It appears that is the key :

Delete the archive you already have, before extracting into the same folder.

First, you should double check what’s actually going on. This command
C:\7z.exe x D:\FileToExtract.zip D:\Extract

will not “extract” the archive to D:\Extract. It will simply uncompress the archive to the directory D:\FileToExtract.zip. If you don’t like that, use this
