The 77-year-old Democrat focused on the Democratic Party rule-changes he would push if elected president.
“We have to put in place, if the party wants it, 100-percent automatic delegate,” Biden said. “That means in 25 out of 50 states, in 25 states, delegates are automatically given to you.”
He also proposed to freeze the executive branch’s budget, cutting the departments down to five, and eliminating the role of attorney general.

He had spent the past eight years keeping a prison diary which chronicled his travels and experiences on the inside of an Italian jail.
But, he says, what he was putting down on paper wasn’t what he had expected it to be.
After 26 years behind bars, a New Zealand man who has spent much of that time locked up and sharing a cell with notorious robber and killer John Poulson, has written a book about his life and his experiences, titled “Living In A Cell With John Poulson”.
Mr Parsons, 60, of Auckland, said it took him about seven years to complete.
He said in order to explain what it was like on the inside of the Italian jail he had to explain some of the Italian language and culture and it was when he started doing that he realised “it’s just as much of a prison as the New Zealand one”.
“It’s just like here, but the culture is more comparable to North America than it is to New Zealand. It’s the food… they eat mostly pasta, pizza and lasagne, I think.”
He said after spending the first nine years in Italian prisons he could do things that the American prison system could not but he’d been forced to do that on the inside of the New Zealand jails.
This meant the meetings with “the N.Z. mafia” were harder, he said, especially because he had done a lot of time with “the Aussie, Kiwi” mafia.
“When you go into a mixed environment like this, you can’t say too much or you’ll get clobbered,” he said.
Instead, he had to rely on his wit.
“I was able to make them laugh because, and I’m not putting myself down, but I can be a little bit of a clown.
“Maybe the Italians get that. I don’t know, but they definitely seem to be going for that.”
He said the prisoners were usually “rolling” throughout the day, especially the ones who were more high profile or notorious, like Poulson, who was infamous and usually the centre of attention when he was
