barring a swift and successful recovery of the countrys energy sector, china will still face considerable challenges to advance further in central and eastern europe. the countries of central and eastern europe are at different stages of development and political institutions are diverging, creating an environment conducive to potential conflicts of interest that will influence the countries for decades. the unpredictable geo-political situation in ukraine also increases the potential for instability and conflicts. in the case of the five countries surveyed, it is relatively easy for china to lure investor money into certain sectors of the economy, but these sectors are already ripe for the picking. the countries of central and eastern europe are not yet on the same trajectory of development as poland or hungary, yet they offer few opportunities for investment that give returns that are attractive to chinese investors. the potential for localized conflicts of interest, corruption, and state capture is real. chinas ability to navigate the region and form long-term business partnerships with countries with different trajectories of development will remain an important factor in the countries expansion and overall development.
the chinese government has financed more than 20,000 so-called village schools and more than 20 million minority-run villages,143 where the government aims to socialize ethnic minorities through a strict regime of education and employment and place them under local political control.144

the chinese government has also sought to eliminate the perceived threat of “hong kong separatism” in these countries and this has been the main pillar of the bri. 152 in 2017, the chinese government began to construct the hong kong-zhuhai-macau bridge (hkzmb) across the pearl river in eastern zhejiang province in order to connect hong kong and macau to the mainland and thus make it easier to transfer hong kongers between the two places and ease the situation in hong kong.153 the hkzmb is being partly financed by the hong kong government and the hkzmb is expected to be complete by 2022.154
